Sauber was the team with the biggest update package as F1′s ultra-rare in-season test began on Tuesday.

Kamui Kobayashi was in charge of the revised C31, which including a new exhaust and front wing represented “the biggest update package” of all the teams at Mugello, according to Germany’s Auto Motor und Sport.

McLaren, in contrast, have taken “no great updates” to Tuscany, which explains why Lewis Hamilton and Jenson Button have left the task up to the British team’s test drivers.

It was a similar story in the Mercedes camp.

Williams’ Valtteri Bottas, however, was in charge of testing a new McLaren-like exhaust for the FW34, while Ferrari also has a new exhaust for the F2012.

On Thursday, as the three-day test wraps up, the famous Italian team will debut other developments, including a new engine cover and sidepods.

A new front wing, nose and floor will only be ready for Barcelona.

There were no radical modifications on display by Red Bull, who instead want to use the Mugello test to work on car setup.

“We still need to learn how to get the most from what we have,” confirmed Bahrain winner Sebastian Vettel.

For that purpose, the Ferrari-owned Mugello circuit might not actually be the best venue.

“It’s great for driving,” said Mercedes’ Nico Rosberg, “but for the engineers Barcelona would be a bit better because there are all types of corners.

“At Mugello they are mainly fast, and virtually none at low speed.”

Tuesday was a new experience for many F1 regulars; a rare in-season test on an unfamiliar track.

Some teams wanted the three-day session to take place at Barcelona, saving money ahead of the Spanish grand prix at the same venue, but Ferrari pushed hard – reportedly even waiving the circuit rental fees – for its circuit in Tuscany to get the nod.

The day did not start well weather-wise, but the spectators – reportedly 25,000, and visibly more than in Bahrain last weekend – came nonetheless.

“This is my first time here,” Sebastian Vettel, whose teammate Mark Webber kicked off proceedings for Red Bull on Tuesday, told Auto Motor und Sport.

Australian Webber, second fastest after the first morning behind crowd favourite Fernando Alonso, has been here before.

“I once did a sports car race here,” he said.

“It’s a bit too fast (for F1).”

Indeed, of the grand prix circuits, only Monza is faster. Nico Rosberg, in the Mercedes, gave Mugello a big thumbs up.

“1 to 10, I’d give it 8.5,” the German grinned.

It is an important test for Ferrari, but – contrary to earlier rumours – there is no ‘B’ car.

Alonso told La Gazzetta dello Sport that Mugello and then Barcelona next weekend will not make or break Ferrari’s championship.

“We need to catch up race after race,” said the Spaniard. “If we do poorly in Barcelona, it doesn’t mean our season is over.”

Bernie Ecclestone has confirmed that Barcelona and Valencia will, from next year, alternate a single annual Spanish grand prix race date.

Currently, the two venues have their own places on the formula one calendar.

The Germany-style alternating scheme had been floated as a potential solution also for Spain, given the promoters’ financial struggles, and F1 chief executive Ecclestone’s need to free up calendar space for new races.

“Under the circumstances, especially the current economic climate, the best solution we could find was that we alternate,” Ecclestone told the El Pais newspaper when asked about Spain’s two F1 hosts.

He is unapologetic about the push – mainly at the expense of the sport’s European homeland – into new markets in the Far and Middle East.

“We are a world championship, and that means we have to be all over the planet,” Ecclestone said. “We are not a European championship.

“We should be grateful about how far we can go.”

Construction of the facilities for the 2013 New York grand prix is speeding ahead.

At the same time, there remain grave doubts about the Texas project, despite the permanent Circuit of the Americas venue being scheduled to host its inaugural US grand prix in November.

The Austin American Statesman newspaper has this week quoted county commissioner Sarah Eckhardt as saying: “It appears they (the organisers) don’t have the cash flow to prepare the site for the event.”

It is a very different story so far at Port Imperial, where the American grand prix will take place mid next year on the streets of West New York and Weehawken, amid the Manhattan skyline.

Wheels.ca published a photo depicting the advanced construction of the pit and garage building, which will reportedly house the F1 teams in June next year.

France’s return to the 2013 formula one calendar is not quite at the finish-line.

Many expected prime minister Francois Fillon’s visit to the Paul Ricard circuit last Friday to coincide with an announcement about the revival of the French grand prix next year.

Some think that was indeed the intention, but ultimately a couple of details were missing at the last hurdle.

The first was the identity of the host circuit that will annually alternate the race date, amid reports Belgium’s Spa Francorchamps is not yet ready or able to agree.

“The formula one management has approved the plan without indicating who would be the other country,” Fillon is quoted as saying in local reports.

Another problem is on the financial side, with Fillon admitting that – politically – there can be no direct government subsidy other than a mere “bond”.

The difference between a deal and no deal between Bernie Ecclestone and the Le Castellet organisers, then, is “about two million euros”, Fillon revealed.

“The formula one organisers’ proposal is reasonable enough,” he said, “but we have to make them remove the ‘enough’,” he added.

“Symbolically it would not be acceptable (for the government) to subsidise a grand prix,” he insisted, “as was the case in the past with Magny Cours.”

Magny Cours, the former French GP venue, reacted with shock and anger, accusing the prime minister of “bias in favour of Le Castellet”, where temporary grandstands will have to be erected to host spectators.

On the other hand, Magny Cours has “all the facilities, infrastructure and expertise needed to organise such an event”, insisted Patrice Joly, president of the conseil general of the Nievre department.

“Contrary to what you would expect from the head of government, the prime minister strives to implement a solution based on partisan considerations and personal issues away from the general interest,” he added.

Even amid the latest speed-bump, organisers insist they are still on schedule to host Austin’s inaugural US grand prix late this year.
Circuit of the Americas backer Bobby Epstein is being sued by race founder Tavo Hellmund, but he did not want to talk about it whilst giving the Culturemap Austin publication a tour of the construction site.

“I’m not going to do that,” he said.

What he was willing to do was insist that the circuit is pretty much “on schedule” for its mid November grand prix date.

“It’s not so much a question of whether the construction will be complete,” said Epstein. “It’s really a matter of deciding whether to add another shift of workers and get onto a 24 hour schedule.

“We’ll need to do that if we get a lot of rain. If it stays dry, we’ll be fine.”

In an official statement, Circuit of the Americas added: “Our focus remains positive.

“We are creating the most incredible entertainment and racing venue in the world, construction is on schedule and seat license and suite sales are very strong.”

 Valencia president Alberto Fabra has admitted it is possible the Spanish port city will annually alternate its F1 race date with Barcelona.
Amid Spain’s worsening economic crisis, organisers of the Circuit de Catalunya’s Spanish grand prix last year proposed a Germany-style sharing of a single race date, alternating between the venues every year.

Valencia, however, turned down the initial proposal, but Barcelona officials this week suggested that talks are back on.

Indeed, Valencia’s regional president Alberto Fabra confirmed to EFE news agency on Monday that alternating with Barcelona “is one of the alternatives”.

He warned that an agreement “is not yet done”, because the issue will need to involve F1 chief executive Bernie Ecclestone over the course of “the coming weeks”.

“We’re still in negotiations, waiting for a proposal with Ecclestone,” added Fabra.

 Organisers of the Spanish grand prix are set to propose once again that Valencia shares a single annual date on the formula one calendar in future.
Both the Barcelona and Valencia venues have admitted to financial troubles amid Spain’s dire economic situation.

F1 chief executive Bernie Ecclestone is pushing the Spanish organisers to agree a deal whereby they open up a date to a new host country by annually alternating their races.

Valencia, however, is believed to have rejected a proposal along those
lines made by the Catalonian government last year.

“They said they were happy with how formula one had developed to date in Valencia and believed they could continue doing it the same way,” Barcelona official Germa Gordo, reportedly close to Catalonia president Artur Mas, told the DPA news agency.

“We understand that although there was the rejection, the new Valencian government is prepared to consider a proposal,” he added.

“The offer will be made in the coming weeks.”

Marca newspaper, meanwhile, quoted a Valencian official as reiterating that “the issue of major events” is “under review”.

“What we want is an agreement that is good for everyone,” the unnamed official said.

It is believed informal talks between the regional authorities have already taken place.

 They are famously close on a personal level, but for the sake of his sport Bernie Ecclestone wants to see Sebastian Vettel suffer in 2012.
The Red Bull driver has won the past two championships on the trot, including last season when the title battle was over long before the finale.

“It wasn’t good. The only person that would say no to that would be Sebastian, but I think everybody else would agree with it,” F1 chief executive Ecclestone told reporters on Thursday.

He had just announced a new connectivity deal for F1 with Indian multinational Tata’s communications subsidiary.

The aim is to modernise F1 in that area because, as the 81-year-old puts it, he is “getting old” and was “asleep” to the world’s new digital era.

But more immediately important to Ecclestone is a better show in 2012.

“I’m surprised we survived with (the TV ratings) we got right at the end,” said the Briton, referring again to Vettel’s dominance. “We need to see everybody else wake up.”

Another element he hopes is in place this year is a fully-firing Lewis Hamilton, but Ecclestone admitted the 2008 world champion might have to farewell McLaren.

“I think if he doesn’t perform this year, he’ll be looking maybe to move on, and the team may also be looking for him to move on,” he said.

And yet another golden egg for Ecclestone would be a winning Michael Schumacher, but he admitted the seven time world champion might need to sit at the wheel of a Red Bull for that to happen.

“I don’t think Sebastian would mind,” he said.

“I’m not saying I don’t want Mark (Webber) around, I’m just saying it would be nice to see him (Schumacher) in the car where you know that if he doesn’t win it’s his fault, not the car.”

Less important, Ecclestone argues, is the rare absence in F1 of a single Italian driver.

“If Ferrari is winning,” he insisted, “it doesn’t make any difference.”

Indeed, there are bigger fish on the F1 supremo’s plate: the thorny issue of Bahrain’s return in 2012, and a looming fight with the teams over the next Concorde Agreement.

On Bahrain, he joked: “Pity I’m not going to be there myself but don’t worry. No, I shall be there, don’t worry.”

As for the teams wanting a bigger share of F1′s revenue pie, Ecclestone answered: “I think they are right. If they don’t ask they are not going to get (it), are they?”

But when asked to rate their chances of success, the Briton replied typically: “Slim to none.”

 Mercedes’ highly-anticipated 2012 car made its track debut this week during a secret test day at Silverstone.
“Lots of questions about Silverstone and shakedowns,” admitted the Northamptonshire based team on Twitter on Thursday.

Youtube video footage, captured by a trackside observer, showed the ‘step’ nose W03 turning laps at the British grand prix venue, which is located just a 15-minute drive from the German team’s Brackley headquarters.

Mercedes said the test was for “filming” purposes, with Nico Rosberg and Michael Schumacher’s equally sharing the allowed 100 kilometres of running.

Italy’s Autosprint website said the car appeared “fairly conventional”, despite speculation the late test debut is due to the team keeping an explosive technical innovation close to its chest.

Adrian Newey, Red Bull’s car designer, admitted he and Mercedes’ rivals might have a very close look at the W03 if the rumours about the technical secret are true.

“If it comes out and goes three seconds quicker than anybody else, yes of course,” he is quoted by Reuters.

“Other than that, simply because its later doesn’t mean to say you are going to suddenly show more attention at that than anybody else’s.”

Meanwhile, after the struggling Spanish team’s 2012 car recently failed two mandatory FIA crash tests, HRT will sit out next week’s Barcelona test.

Last week at Jerez, Pedro de la Rosa ran at the wheel of the 2011 car.

 Bernie Ecclestone insists he wants to sign a new race contract with beleaguered German venue the Nurburgring.
At present, the future of the biennial event looks grim, after the Rhineland-Palatinate state cancelled the circuit operator’s lease, and Nurburgring Automobile GmbH hit back by threatening legal action against the government.

Perhaps because F1′s current world champion Sebastian Vettel is German, and because Hockenheim only wants to host one race every two years, the sport’s chief executive Ecclestone sounds keen on a solution.

“If the government finds a new partner who agrees to have the race, then I am more than happy to agree to a new contract,” the 81-year-old is quoted in the Rhein Zeitung newspaper.

“What we can make possible, we will make possible,” added Ecclestone.

The relevant state government minister Roger Lewentz told the same newspaper that he is prepared to meet with Ecclestone.

“We want to continue with formula one at the Nurburgring, but at a reasonable rate,” he said.

Ecclestone commented: “So far I have not heard from him (Lewentz).”

Forecasts based on early test results are usually unreliable, but a picture of the 2012 pecking order may already be emerging.
On Wednesday at Jerez, Michael Schumacher moved to the top of the times in last year’s Mercedes, followed by Mark Webber in Red Bull’s new title-defending RB8.

“The car was pretty competitive in winter testing last year and it’s the same again this year,” said the Australian driver.

Much more than a second off the pace, meanwhile, was the radical new Ferrari, whose Felipe Massa could not conceal his negative body-language when speaking with the press.

While he said the F2012 has “enormous potential”, expert observers report that he was fighting notably with the handling of the car around the southern Spanish venue.

“There is a lot of work to be done, perhaps more than we expected,” acknowledged the Brazilian.

“It is a very, very, very different car,” Spain’s El Mundo newspaper quotes him as saying.

Italian veteran Jarno Trulli, however – a permanent fixture on the grid since the mid 90s – scoffed at those who are already picking winners and losers.

“Are you kidding?” he said in La Repubblica newspaper. “Only a fool would look at the times in the first days of testing.”

Nevertheless, the paddock rumour mill is buzzing, including with suggestions Schumacher’s best time was boosted by highly competitive components destined for his so-far unrevealed 2012 Mercedes.

Another rumour is that the W03, to also be raced by Nico Rosberg, is ready to test but Mercedes is holding back a radical secret weapon at the front of the car.

Webber, however, dismissed Schumacher’s quick time.

“With the Brazil version of our previous car I would have done a time in the 1.16s,” he laughed, apparently scoffing at Schumacher’s mid-1.18 best.

Even the seven time world champion admitted Wednesday’s result is not a sign of things to come.

“I don’t think we can realistically achieve a championship car from where we started last year,” said the 43-year-old German.

After months of evaluations and negotiations in which diverse options have been assessed, Spanish team HRT has finally opted for the facilities of the Complejo Deportivo Madrid Caja Mágica to locate its permanent headquarters.

 

The team will occupy part of the Caja Mágica facilities and will coexist with the Masters 1000 Madrid Open. HRT F1 Team will be specifically situated in the Indoor Sur and Indoor Central buildings, occupying a total surface of 11,000m2.

 

In only seven months, the new directors have carried out a restructuring process with the objective of providing the team with stability and viability, besides having a new identity. To reach these targets, a lot of hard work has been focused on three fronts in these last three months: the new car, the renewed operational and technical team and a permanent headquarters which, besides from uniting the whole team in a workspace with F1 standards, will contribute an added value to the team.

 

With the signing of Pedro de la Rosa this past October a long desired objective was accomplished, which was none other than to incorporate a Spanish driver. The recent addition of Narain Karthikeyan completes a driver line-up packed with experience, which is of great value in this new chapter for the team.

 

The renewal of the technical team started once the 2011 season was over and the new team members have been working ever since at the temporary logistical base in Paterna, Valencia, until the definitive relocation to the permanent headquarters is carried out. The chosen venue had to meet very specific and ambitious requirements.

 

And the Complejo Deportivo Madrid Caja Mágica meets the requirements that HRT Formula 1 Team considers indispensable for this new chapter. It is a versatile and sustainable space that will take in the different departments that make up the team besides being an area open to fans, sponsors, suppliers and collaborators.

 

Remodeling and adaptation of the space will begin immediately and it is calculated that in under a month the first workers will be able to move in. The technical and operational sectors of the team won’t do so until Formula 1 returns to Europe but the headquarters is expected to be fully operational for May. The Technical Design Office is anticipated to move in progressively as of early June, thus completing a programme which is calculated to generate more than a hundred jobs with different degrees of specialization.

 

The headquarters won’t only be a technological and R&D centre, but also a way of getting closer to the public, sponsors, suppliers and collaborators with accessible areas such as a future museum, guided tours or a conference area, whilst also becoming a formation centre.

 

Electric mobility and sustainability are fundamental aspects for HRT and something it shares with the Complejo Deportivo Caja Mágica. The team is a pioneer in the Formula 1 world after integrating alternative energies to petrol in its mobility plan and using electric bicycles to move around both at Grands Prix and away from them.

 

The Complejo Deportivo Madrid Caja Mágica is a multifunctional centre designed by the architect Dominique Perrault. It is located in the Parque Lineal del Manzanares, in a space of 17 hectares which includes large garden areas. The design and distribution of this space enables the celebration of all kinds of events, not only sporting ones, such as presentations, spectacles and conventions.

 

Saúl Ruiz de Marcos, HRT F1 Team CEO: “For us it is fundamental to have a headquarters that, apart from uniting the team and ending with the dispersion, is beneficial from a logistical and industrial point of view. In the last few months we have assessed different options, looked at their pros and cons, and we feel that the decision to establish our permanent headquarters in Madrid was the best one. Luis Pérez-Sala, Team Principal of HRT F1 Team: “We’ve been working hard for months and establishing our permanent headquarters was very important. Finding a space in which we could all work together was vital, in order to optimize work and generate a good team feeling, a sense of belonging. When the adaptation of the facilities is completed and every department starts working under the same roof in a few months, we will only have one step left to take, which is to have the design department in Madrid too. All this implies not only becoming a place to feel identified with and carry out activities for the team, its sponsors, suppliers and fans, but also an important reference in technology and R&D in the centre of Madrid”.

Sebastian Vettel – 1st: “It was an interesting qualifying session; a new circuit and a new challenge – obviously I’m very happy to be on the front row. I don’t know if being on the left or the right side of the track (we are on the left), is really an advantage or not; there’s not one side that seems to be the clean side, as we tend to run down the middle. It was a good battle and after the first run it was very close, so I knew I had to do a little bit better on the second. We decided to only do one timed lap each time, it was still a bit slippery, but overall I’m very happy. Tomorrow it going to be a long race, we start starting the best possible position, so we’ll see what happens.”

Mark Webber – 3rd: “This new venue has been a good challenge for us. It was tricky to work out the right strategy for qualifying. The tyres weren’t easy for one timed lap, so we had to work out how to do the right strategy – lots of teams tried different styles to get the best lap time out of the car. The first sector was tricky to get right on one timed lap. I could have done better in the first sector on my first lap in Q3; I couldn’t complete my second, as there were yellow flags after Massa’s incident. Overall it’s a good job for the team, we’ve come to a new venue, prepared well and we’ve laid a good foundation for a very good race tomorrow.”

Christian Horner: “A great qualifying for the team to have established our 16th pole and a new record for the most poles secured by a team within a season. Also to have achieved a front row lock out after Lewis’ penalty of yesterday has put us in the best position to start tomorrow’s race. The dilemma was whether to do one or two laps, but in the end Sebastian managed to make two laps which were effectively good enough for pole. Mark running two laps on his first set of tyres in Q3 was the right strategy, so first and second on the grid is a great place to be starting the inaugural Indian Grand Prix at a circuit that has been a real challenge for the drivers and is a really exciting venue.”

(Renault) Cyril Dumont: “A wonderful pole position again for Sebastian at this first Indian Grand Prix; I’m pleased for him. I think we had the pace today to lock out the front row – but anyway, we will start first and second on the grid tomorrow. That’s the best place to start the race – we’ve clearly got the pace on low and high fuel, so it could be interesting tomorrow.”
