The Mercedes is the loudest formula one car in 2011.

That is the finding of the German newspaper Bild am Sonntag, after testing the volume of this year’s field trackside in Monaco just over a week ago.

The silver W02 registered 127.8 decibels, which is louder than the average human pain threshold, and nearly as loud as a military jet aircraft take-off with afterburner at 50 feet.

The Renault comes next at 127.5 decibels, followed by McLaren-Mercedes (127.3) and Renault-powered Red Bull (127.1).

The quietest F1 car this year is the Cosworth-powered Virgin, at 125.9 decibels.

Bernie Ecclestone has cited the awesome sound of the current crop of F1 cars as his main objection to the proposed four-cylinder turbo rules for 2013.

The FIA last Friday acknowledged that the 2013 debut could be delayed.

“In consultation with the main stakeholders, and following the outcome of this consultation, a fax vote by the World Motor Sport Council could be considered by 30 June latest to redefine the implementation date”, the governing body said after its Barcelona meeting.

Virgin is in talks with McLaren and Mercedes about a technical collaboration for 2012.
That is the claim of the Italiaracing magazine, saying the situation could be similar to Force India’s current McLaren/Mercedes alliance.

The report said struggling Virgin’s package would include the engine, transmission, KERS and rear suspension.

It is the latest rumour suggesting the team is seeking a change of direction after two years with Nick Wirth leading the technical strategy.

It would also be a big blow to Virgin’s current engine supplier Cosworth, who it is rumoured could also lose Williams to Renault power.

“The reality is, competition on the track technically is always matched by competition off the track commercially,” said the British supplier’s Mark Gallagher.

“We are well used to that at Cosworth and we believe we have an extremely good product and we don’t really fear competition from anyone.”

Ferrari is F1′s biggest spender, while Hispania boasts the smallest budget, an industry publication has found.
But the latest edition of ‘Business Book GP’ said the teams association FOTA has succeeded in dramatically cutting costs with its resource restriction agreement, according to a report in the Spanish newspaper El Mundo Deportivo.

The average annual team budget has reportedly decreased from EUR 209 million in 2009 to 113m in 2011. It was 119m in 2010.

Ferrari’s (199m) is the highest budget, while HRT’s (34m) is the lowest.

And the reduction in the average figure, whilst apparently impressive, is also due to the arrival of three low-spending new teams, and the withdrawal of big-spenders like BMW and Toyota and the scaling-down of Renault’s operation.

The report also said that despite the success of the cost-cutting, the Martin Whitmarsh-led FOTA wants to further empower the resource restriction agreement.

Reportedly, not every team in F1 has reduced its spending. Business Book GP said Team Lotus is spending much more money in 2011, while Virgin, Sauber and Red Bull also have bigger budgets than a year ago.

Meanwhile, grandees Ferrari, McLaren, Mercedes and Renault are all now spending less, relying on sponsors for more than 50 per cent of their budgets.

Contary to speculation, the launch model of McLaren’s 2011 car did not feature Renault-style front-exiting exhausts.
But leading figures of the Woking based team did not rule out the appearance of the innovation on the MP4-26 at some point between now and the start of the 2011 season.

Indeed, closer inspection of the car on display in the cold Berlin air on Friday showed some of the detail beneath the bodywork had been moulded in dummy plastic.

Engineering director Tim Goss admitted: “It won’t come as any real surprise or shock that the exhaust solution that you see on the car today is not what we intend to be testing or racing.”

He flagged some “novel solutions” to appear before Bahrain not only on the new McLaren but also the racers fielded by the team’s competitors.

“Be warned, you haven’t seen it all,” boss Martin Whitmarsh advised reporters in the German capital.

He said certain “bits and pieces” of the MP4-26′s eventual race specification have been “hidden from you and our competitors” for the launch.

There has also been speculation that Mercedes’ new W02 car will eventually feature the Renault-like exhaust exits near the sidepods.

“Before we get to Bahrain you’ll probably see a number of teams with different solutions to get the benefit from the exhaust energy,” admitted team boss Ross Brawn this week at the Valencia test.

“I saw Ferrari have some different options,” the Mercedes chief added.

Like the innovative new Renault, McLaren’s unlaunched 2011 car reportedly also features a trick exhaust system.
That is the claim of Germany’s Auto Motor und Sport, after the Lotus-sponsored R31 was revealed this week with the engine exhaust exiting at the bottom of the sidepod area.

“The MP4-26 apparently has the same trick,” said the German report, referring to the car that will be launched in Berlin on Friday.

A report in Italy’s Autosprint said the solution generates more downforce through the flow of air to the now mandatory single diffuser.

Renault has confirmed that the R31′s exhaust layout is the reason for the car’s slightly different engine note at Valencia.

“Renault’s thinking is in the right direction,” confirmed Mercedes team boss Ross Brawn. “We are working on a similar solution.”

Indeed, most teams’ final car specifications will not be released until shortly before the Bahrain season opener.

“There is always a certain amount of nervousness,” Red Bull designer Adrian Newey is quoted by Auto Motor und Sport. “The regulations we have now are pretty narrow.

“Having a stroke of genius is fairly difficult, but should the competition come up with something, we will respond.”

Last year, rival teams struggled to ape McLaren’s F-duct innovation because the basic chassis had to be homologated at the start of the season.

“That was only for last year,” said Newey. “So now we can respond to things if necessary.”

Formula one factories began to re-open this week after serving mandatory closures.

Within the one-month gap between the Hungarian and Belgian grands prix, teams agreed to close their doors for two full weeks as a cost-cutting measure.

The first teams to shut down at the stroke of midnight after the Hungaroring race were McLaren, Mercedes, Williams and Sauber, so those teams were eligible to re-open on Monday.

McLaren test driver Gary Paffett marked the end of the shutdown by working in the Woking based team’s simulator, and he will be back in action on Tuesday.

And Williams said the first tasks when its Grove headquarters got back up and running was stripping the Budapest-spec cars “in prep for Spa”.

Cosworth’s F1 division re-opens on Tuesday, and HRT on Wednesday.

Ferrari and Toro Rosso will remain closed until next Monday, and a day later Red Bull, Renault and Force India will re-open.

“We will be on holiday, but that does not mean our brains will stop working,” said Ferrari’s Stefano Domenicali recently.

“Maybe one can even find fresh inspiration when outside the normal working environment and I expect this time to be a fertile one for ideas, which when all is said and done, are what make the difference,” he added.

Those who believe only Red Bull’s front wing endplates are flexing appear to be wide of the mark.

Pressure from McLaren, Mercedes and perhaps other rivals of the Austrian owned team has resulted in new wing flexibility tests being devised by the FIA for the forthcoming Belgian grand prix.

Reports indicate that the new tests will involve the doubling of the testing load from 50kg to 100kg, amid suspicions Red Bull and Ferrari devised a way to have the endplates bend under disproportionately higher loads out on track.

But for Red Bull, there seems to be a much more complex story to emerge.

“It’s very clever,” said McLaren’s Jenson Button on Thursday, whilst preparing for the London Triathlon.

“We’ve just got to understand it — and as quickly as possible,” he is quoted by the Telegraph.

After Hockenheim, where Ferrari finally got on terms with Red Bull, the photographs of the bending wings started doing the rounds.

And before running the F10s a few days later, Ferrari chief engineer Chris Dyer said the team was set to consider “some different front wing options” in Hungary.

The rumours about Ferrari’s flexing wings subsequently quietened, as the focus on the RB6 intensified.

It is now being suggested in F1 circles that flexing endplates is only part of Red Bull’s story.

“It doesn’t just seem to be their wing that flexes,” Button had said in Hungary.

Indeed, further scrutiny of the flexi-wing photographs from Hockenheim and Hungary seem to show Red Bull’s entire front nose – not just the wing and its extremities – much closer to the ground than any of their rivals, including Ferrari.

How the team is achieving this is unknown, but the manner in which Sebastian Vettel’s prototype broke at the mounting at high speed on Hangar straight during third practice at Silverstone might be a clue.

Another theory is that the front of the floor of the car is flexing towards the ground on track, whilst the rear is lifting.

And it is believed the flexing of the rear floor in particular would have a radical effect in terms of the front wing height.

“I’ve heard rumours about all sorts of things going on, including flexible floors,” BBC radio commentator Anthony Davidson said in Hungary.
